when he takes a deep breath/sigh in its very Jack like... thats alll i can think off that made me think it was Jack... plus he is wearing jacks boots... LOL
have watched a few more times... am 98% sure its Jack...

There's been some speculation that the body that's burned in the trailer and put in concrete is Jack, so maybe those are the clothes he puts on after Gwen and Ianto rescue him.
